The Soaring Eagle Resort is holiday resort made up out of five holiday homes centered around a pool and protected by a wall and an administration building.

The resort is far to the west where Route 67 leaves the map.

This place is obviously abandoned in a hurry thus offering a lot of luxuries and some food. There is a little bit of fuel in the cars on the parking lot in front of the building. However it offers little else.

There are no enemies and that is kinda surprising.

There is a Soaring Eagle Casino & Resort in Michigan, which might be simply a coincidence as the layout of the real resort differs remarkably from the one in the game. It seems to be a sprawling building containing everything.
